     MGC (Multi-Governance Coherence) is a computational layer that measures and interprets coherence within governance systems.
    It connects the linguistic world of policy documents with data-driven logic, allowing institutions to understand whether strategies reinforce or undermine each other.
    By integrating semantic, ethical, and operational signals, MGC generates a Coherence Index—a dynamic metric showing how governance objectives align across scales and sectors.

     MGC operates through a layered analytical process:
