Modern governance faces an invisible but costly problem: fragmentation.

Cities, regions, and ministries produce hundreds of plans—each valid on its own but rarely aligned with others.
The result is overlapping objectives, contradictory timelines, and inefficient investments.
Policy coherence has long been recognised as a cornerstone of sustainable development, yet no digital system could measure or manage it at scale.
CohAI was created to change that.
By applying artificial intelligence to read across policies, regulations, and strategies, it exposes hidden contradictions and missed synergies.
It helps governments and territories move from reactive compliance to proactive coordination—restoring logic, efficiency, and trust in public action.

    CohAI (Coherence through AI)

CohAI (Coherence through AI) is a semantic intelligence system that transforms policy text into actionable insight.
It analyses the content of laws, strategies, and planning documents across sectors and governance levels to detect inconsistencies and overlaps.
Using natural language processing and ontology mapping, it quantifies alignment with sustainability frameworks such as the SDGs, ESG indicators, and EU directives.
The platform delivers dashboards, coherence scores, and contradiction maps that allow institutions to understand how their decisions interact.
More than a monitoring tool, CohAI functions as a coherence engine—an AI-powered layer that brings clarity to complex policy ecosystems and supports transparent, evidence-based governance.

    From Abstract to Measurable

CohAI transforms thousands of policy documents into measurable coherence insights through six analytical layers.
Each one captures a distinct dimension of how governance works — from vertical consistency to ethical framing.
Together they make coherence auditable, explainable, and actionable.

    Tested Solution

The system was first tested in a controlled laboratory environment, using a representative set of publicly available planning and strategy documents from the AuvergneèRhone-Alpes (AuRA) region, Frabce
This pilot phase validated CohAI’s ability to identify contradictions between local zoning rules and regional sustainability objectives, confirming the soundness of its analytical logic.
The next milestone is to train a dedicated AI model on thousands of European, national, regional, and local documents to capture the full diversity of governance language and regulatory structures.
Once trained, CohAI will operate as the intelligence layer within the Territorial Sustainability Operating System (T-SOS), delivering real-time coherence diagnostics and alerts.

From laboratory simulation to model training.

CohAI is currently in the transition from laboratory simulation to model training.
The first prototypes were tested in 2025 on public governance documents to validate coherence logic and interface usability.
During 2026, a full-scale semantic training phase will be launched using thousands of policy and planning documents from European, national, and regional sources.
Integration with the Territorial Sustainability Operating System (T-SOS) will follow, enabling live coherence monitoring.
The goal is to reach Technology Readiness Level 7 by late 2026 — with pilot deployments planned in France

CohAI is a living research and innovation ecosystem — open to collaboration with public institutions, research centers, and technology partners committed to building trustworthy AI for governance.
    We welcome:

    • Territorial and national administrations seeking to pilot coherence diagnostics in their policy frameworks.
    • Universities and AI labs interested in model training, ontology design, and explainability testing.
    • Infrastructure and cloud partners offering HPC or semantic database capabilities.
    • Funding agencies and impact investors supporting ethical digital public infrastructure.
Partnership models range from research co-development to deployment pilots and licensing for interoperability within the T-SOS platform.

CohAI transforms moral reasoning into actionable intelligence.

Its layered architecture links the Ethigrality Core (values), the Semantic Intelligence Engine (understanding), and the Operational Layer (decision support).
Together, they turn fragmented governance into coherent, explainable systems.

Feature image

Turning complexity into measurable coherence.

Each feature translates a key governance challenge into an actionable, explainable AI capability.

  • Semantic Intelligence Engine

Transforms legal and policy text into structured knowledge.
CohAI reads across thousands of pages—laws, strategies, and plans—to detect overlaps, contradictions, and gaps using advanced natural language processing and ontology mapping.

🔍 Output: Structured policy datasets ready for cross-framework comparison.
  • Coherence Analytics Dashboard

Quantifies alignment across six governance dimensions.
Delivers real-time coherence scores, visual contradiction maps, and historical trend tracking, allowing decision-makers to see where strategies diverge or reinforce each other.

📊 Output: Interactive dashboards with coherence index, ethical alignment, and interoperability metrics.
  • Contradiction & Redundancy Detector

Exposes policy contradictions invisible to manual review.
Automatically highlights conflicting goals, misaligned targets, or overlapping timelines between documents or governance levels.

⚖️ Output: AI-generated contradiction reports with severity and location tags.
  • Ethical Reasoning Layer

Anchors coherence in ethical and sustainability principles.
Based on the Ethigrality framework, this layer ensures that coherence goes beyond logic — assessing moral, environmental, and intergenerational consistency.

🕊️ Output: Ethigrality Alignment Score and qualitative coherence summaries.
  • Interoperability Bridge

Integrates seamlessly with digital public infrastructures.
Built for interoperability with the Territorial Sustainability Operating System (T-SOS) and standards like EU AI Act, CSRD, and SDG frameworks.

🔗 Output: Machine-readable policy data and exportable compliance packages.
  • Simulation & Scenario Testing

     Predicts coherence under alternative strategies.
Governments can simulate the effect of policy changes — e.g., modifying zoning ratios or budget priorities — and instantly visualize the resulting coherence shifts.

🧮 Output: Scenario-based coherence differentials and decision support recommendations.

Use Case: Measuring Policy Coherence in Territorial Planning
